City's salt situation shaky

Fostoria roads may not be the best this winter, according to City Council President Joe Droll.

Council passed an ordinance Tuesday authorizing Interim Director of Public Safety and Service Diane Lind to advertise for bids and enter into a contract for the purchase of approximately 1,600 tons of bulk rock salt.

Lind said the city is unable to be part of the state purchasing program for the salt because the deadline to enter was in April. She explained she had no idea why it was not taken care of, but finding enough salt for this winter is an immediate concern.

Salt bids have already come in for the state Department of Transportation and Lind said they have doubled or tripled since last year. She said timing would be important to get the best deal for the city.

"If you get in at that magic moment, everything falls into place," Lind explained.

Councilman Paul Feasel asked if there were other ways to protect the streets this winter, but Lind said it would require additional equipment for the city that may be a benefit in the long term.

Droll joked that he had been told Fostoria streets in the winter were better than neighboring larger cities, such as Findlay and Tiffin.

"This year, I guess we'll be just as good as," Droll said.

In other business, council adopted an ordinance to supplement the permanent appropriations in the sewer revenue fund 520 for the wastewater treatment plant digester cleaning project in the amount of $40,000 for contracts.

Council also passed a resolution authorizing Lind to apply for, accept and enter into a water pollution control loan fund agreement on behalf of the city for planning, design and construction of wastewater facilities.

A first reading was given to an ordinance to supplement the permanent appropriations in the water revenue fund 501 for the remote-read water meter pilot program in the amount of $100,000 for meters.

Lind also said applications for the position of safety service director continue to come in and that the list of applicants will proceed to be narrowed down by a committee that consists of five people, including Council members Feasel, Barbara Marley and Jerry Nelson.

Droll said there were miscellaneous items that needed to be addressed and asked Law Director Tim Hoover to look into a law regarding cell phone use while driving within city limits based on concerns he had received. Droll also asked the public affairs committee to look into the feasibility of using golf carts on city streets due to rising fuel costs.

Droll explained the city manager issue is continuing to move forward, but there was no new information.

“ what gives the city of Fostoria the right to tell residents they can not use their cell phone while driving in town??? This decision should be made at the state level, not by our so called city council. If our city continues to be run like this, eventually you will drive the residents to sell their houses and move away. ”

“ Fosotoria has other things to worry about rather than setting a dumb law that prohibits you from driving and talking on a cell phone while in the city limits. The Fostoria Police do it and you can not tel me its all for business.
This will hurt Fostoria more than anything else, and Fostoria needs a plus mark against them not another negative.

If you take away our cell phone rights, then NO ONE should be able to drink, smoke, eat, etc behind the wheel becuase that is just as distracting or more than driving and talking on a cell phone.

If this dumb law was to take effect, people traveling through town will bypass Fostoria and we will see more businesses closing up then we already have now due to lack of traffic!!
